HB 2327 Summary

• Establishes a Makua Valley Task Force within the Department of Land and Natural Resources to prepare for transfer of the Makua military reservation from the United States Army when General Lease No. S-3848 expires on August 16, 2029.

• Makua Valley Task Force shall consist of the DLNR board chairperson, an Office of Hawaiian Affairs trustee, legislative representative, evicted family representative, aha moku advisory committee representative, three non-profit organization representatives with Makua expertise, and a Native Hawaiian organization representative.

• Task Force shall negotiate with the U.S. Army to facilitate expedited return of the valley, ensure cleanup of unexploded ordnance, and expand cultural access opportunities.

• Establishes a Lualualei Valley Task Force within the Department of Hawaiian Home Lands to negotiate return of the Lualualei naval radio transmitting facility and ammunition depot to the State, with similar membership and cleanup/cultural access objectives as the Makua Task Force.

• Both task forces shall submit findings and recommendations to the legislature no later than 20 days before the 2023 regular session; task forces will cease to exist within 6 months after respective land transfers occur.
