Adds new section to Hawaii Revised Statutes requiring the Department of Land and Natural Resources to identify and place historical markers at sites significant to President Barack Obama's life in Hawaii, in consultation with the Hawaii Tourism Authority and State Foundation on Culture and the Arts.

Historical markers may only be placed on privately owned property with owner consent; if a private property owner declines, the marker may be placed on public property in close proximity to the location.

Special provision for private residences requires owner agreement before placing a marker either at the residence or on nearby public property.

Appropriates $20,000 from general revenues for fiscal year 2022-2023 to the Department of Land and Natural Resources, specifically to the state historic preservation division, for placement of the historical markers.

Takes effect July 1, 2022.
