Establishes a working group within the Department of Accounting and General Services to study improvements to the state procurement office and procurement methods, particularly for natural resource management.

Working group membership includes the state comptroller (chair), state procurement office administrator, state procurement policy board chairperson, board of land and natural resources chairperson, attorney general, and a commission on water resource management member.

Working group shall examine ways to enhance procurement practices collaborating with non-profit organizations, reduce proposal review timeframes for natural resource projects, and identify necessary Hawaii law changes while maintaining ethical procurement standards.

State comptroller must submit a report to the legislature including findings, recommendations, and proposed legislation no later than twenty days prior to the convening of the regular session of 2023.

Working group terminates upon accomplishing its objectives or twenty days prior to the 2023 regular session, whichever occurs first.
