Removes the $10 per visit, per day cap on dollar-for-dollar matching funds provided to SNAP beneficiaries under the Hawaii Healthy Food Incentive Program (Double Up Food Bucks Program).

Expands eligible purchases to include healthy proteins that are eligible for SNAP, in addition to Hawaii-grown fresh fruits and vegetables.

Allows matching funds to be used at farmers' markets, farm stands, mobile markets, community-supported agriculture sites, grocery stores, and other direct food retailers that participate in SNAP.

Appropriates $2,500,000 for fiscal year 2021-2022 and $2,500,000 for fiscal year 2022-2023 to the Department of Agriculture for program administration and matching funds.

Takes effect July 1, 2021.
