Requires the Department of the Attorney General and Department of Human Services to jointly establish a study group examining child support payment pass-through to Temporary Assistance for Needy Families (TANF) program recipients.

Study group must examine impacts, impediments, and conflicts with federal law regarding child support pass-through to TANF recipients, and determine whether such pass-through is permissible.

Study group must evaluate the costs to state agencies of establishing a child support pass-through program for TANF recipients.

Departments must invite community stakeholders to participate in the study group.

Departments must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2023 regular legislative session convenes.
