Establishes a three-year construction management consultant procurement pilot program within the Department of Transportation requiring use of competitive sealed bidding and competitive sealed proposals methods for professional services procurement.

Exempts emergency procurements obtained pursuant to HRS section 103D-307 from the pilot program requirements.

Authorizes the Department of Transportation to adopt temporary rules under HRS chapter 91 to establish and operate the pilot program.

Requires preliminary report to Legislature by 20 days before 2023 regular session detailing construction projects, procurement methods used, project costs, consultant licensing status, and other relevant information.

Requires interim report by 20 days before 2024 regular session and final report by 20 days before 2025 regular session documenting benefits and issues from competitive procurement methods, with final report to include recommendation on whether to continue the program.
