Appropriates funds from general revenues for Hawaii Employer-Union Health Benefits Trust Fund costs and other cost adjustments for legislative officers and employees excluded from collective bargaining during fiscal biennium 2021-2023.

Covers Senate, House of Representatives, State Ethics Commission, Office of the Auditor, Office of the Legislative Reference Bureau, and Office of the Ombudsman.

Specifies that funds appropriated for employees whose compensation is paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funds.

Requires any unexpended or unencumbered funds to lapse at the end of the fiscal year for which appropriated.

Takes effect July 1, 2050.
