Amends Hawaii Revised Statutes Section 342D-21 to add avobenzone and octocrylene to the list of prohibited sunscreen ingredients, effective January 1, 2024.

Beginning January 1, 2024, sunscreens containing avobenzone or octocrylene may only be sold or distributed with a prescription from a licensed healthcare provider (physician, osteopathic physician, or advanced practice registered nurse).

Prohibits counties from enacting local ordinances or regulatory restrictions on avobenzone or octocrylene sunscreens prior to January 1, 2024, maintaining state preemption over local regulation.

Maintains existing January 1, 2021 prohibition on sunscreens containing oxybenzone or octinoxate without a prescription, with the same definition of "licensed healthcare provider."

Defines "sunscreen" as products marketed for topical use to prevent sunburn, excluding face cosmetics, and provides detailed chemical nomenclature and synonyms for the prohibited ingredients.
