Amends Hawaii Revised Statutes Section 104-2(c) to create an exception to overtime compensation requirements for public works employees working on Saturdays when conditions beyond the contractor's control (bad weather, equipment breakdown, power failure, fatalities) prevented workers from completing eight hours on Monday through Friday of that week.

Allows Saturday work at the basic hourly rate (not overtime rates) for the first eight hours or until the worker reaches 40 total hours for the week, whichever occurs first; overtime rates apply thereafter.

Exception applies only when the worker's total hours on the project during the workweek have not exceeded 40 hours.

Preserves existing overtime compensation requirements for work on Sundays, state holidays, and hours exceeding eight per day on other days.

Takes effect upon approval.
