Amends the definition of "beer" in Hawaii Revised Statutes Section 244D-1 to specify a minimum alcohol content of 0.5 percent by volume and expand the list of fermentable ingredients to include grain of any kind, bran, glucose, sugar, or molasses.

Adds alcoholic seltzer beverages to the definition of beer under Section 244D-1, while maintaining exclusions for sake and cooler beverages.

Makes identical changes to the beer definition in Hawaii Revised Statutes Section 281-1, specifying the 0.5 percent minimum alcohol by volume and broadening the permitted fermentable ingredients.

Removes the requirement that beer be made specifically from barley, hops, and water, replacing it with more flexible ingredient requirements.

Effective date: January 1, 2023.
