• Authorizes licensed medical cannabis dispensaries to distribute cannabis propagules and cuttings to qualifying patients and primary caregivers authorized to cultivate medical cannabis plants

• Limits purchases to no more than 5 propagules or cuttings within 15 days, or no more than 10 within 30 days, for eligible patients and caregivers only

• Requires all propagules and cuttings sold by dispensaries to undergo laboratory testing for residual pesticides and heavy metals, with distribution prohibited if contaminants are detected

• Excludes propagules and cuttings from the ounce-based dispensing limits that apply to other cannabis products (4 ounces per 15 days or 8 ounces per 30 days)

• Does not authorize qualifying out-of-state patients to purchase propagules or cuttings, limiting this provision to Hawaii residents authorized to cultivate medical cannabis
