Repeals the cap limiting candidates' donations from campaign funds to community service, educational, youth, recreational, charitable, scientific, and literary organizations to twice the maximum individual contribution amount.

Repeals the cap limiting candidates' donations from campaign funds to public schools and public libraries to twice the maximum individual contribution amount.

Maintains existing restrictions prohibiting donations to organizations during the period from nomination paper filing to general election, except for candidates who are elected, deemed elected, or unsuccessful in the primary election.

Preserves all other campaign fund use provisions including contributions to parties, scholarships, event ticket purchases, and ordinary office expenses.
