Amends Hawaii Revised Statutes Section 46-1.5 to add paragraph (28) granting counties the power to adopt ordinances regulating hosting platforms that provide booking services for transient accommodations within their jurisdictions.

Defines "booking service" as any reservation or payment service provided by a person who facilitates transient accommodations transactions between prospective users and hosts.

Defines "hosting platform" as a person who participates in the transient accommodations business by collecting or receiving a fee, directly or indirectly, for conducting a booking service transaction.

Addresses the legislature's finding that illegal and unregulated transient accommodations have negatively impacted Hawaii's housing supply and aims to prevent further proliferation of illegal transient accommodations while preserving residential housing.

Takes effect upon approval.
