Establishes mileage charge of $7.50 per mile towed and restructures storage fees with blank amounts to be determined, including higher rates for vehicles occupying multiple stalls.

Adds new authorized charges: difficult hookup surcharge of $30, overtime charge for tows between 6 p.m. and 6 a.m. (amount to be determined), road cleanup charge (amount to be determined), and documentation fee (amount to be determined).

Requires towing companies in counties with population over 500,000 to offer 24-hour towing services seven days per week, including vehicle release to insurers, owners, or designated representatives.

Mandates towing companies accept payment by cash, credit card, or debit card and provide receipts stating maximum allowed charges and consumer complaint contact information.
