Amends Hawaii Revised Statutes Section 11-391 to require multiple-page campaign advertisements to display required disclosures (payer name, address, and candidate approval notice) in a prominent location on the first page of the advertisement.

Allows disclosures to appear on the cover page of a state- or county-wide distributed publication if the advertisement is used as the lead article and displayed on the cover page.

Renumbers existing subsection (b) to subsection (c) regarding fines for violations, maintaining the fine structure of up to $25 per advertisement lacking required information with a maximum aggregate of $5,000.

Updates cross-references in Sections 11-410 and 11-412 to reflect the renumbered provision from 11-391(b) to 11-391(c).

Takes effect July 1, 2112.
