Establishes an Extended Producer Responsibility Program requiring large producers of fast-moving consumer goods to register with the Department of Health and pay annual fees of $150 per metric ton of packaging placed on the market in Hawaii.

Applies to "covered producers" with either more than 10,000 metric tons of international packaging volume annually or more than $500 million in international gross sales of consumer goods.

Creates an Extended Producer Responsibility Special Fund to receive registration fees, with moneys allocated to counties for needs assessments and packaging reuse programs prioritized over other waste reduction initiatives.

Requires each county to develop a countywide needs assessment detailing resources needed to reduce packaging waste sent to landfills by 50% and 80% from baseline volumes by dates to be determined by rule.

Takes effect July 1, 2100 and is repealed June 30, 2028, with remaining funds in the special fund available for continued expenditure after repeal until depleted.
