• Amends Hawaii Revised Statutes § 104-22 to authorize the Department of Labor and Industrial Relations to train and deputize volunteer investigators to conduct investigations of public works projects.

• Establishes penalties for contractors who interfere with or delay department investigations, including a $10,000 penalty per project and an additional $1,000 per day for continued non-compliance.

• Provides liability protection for volunteer investigators acting in good faith while conducting investigations under the chapter, provided they exercise ordinary skill and care.

• Requires the Department of Labor and Industrial Relations to submit reports to the legislature by twenty days prior to the regular sessions of 2023, 2024, and 2025 on the effectiveness of the volunteer investigator program.

• Appropriates funds from general revenues for fiscal year 2022-2023 to support the training and deputizing of volunteer investigators and takes effect July 1, 2022.
