Establishes a compacts of free association census task force within the department of human resources to count the number of COFA residents in Hawaii

Task force shall be chaired by the director of human services and include representatives from University of Hawaii, Department of Education, Department of Health, Hawaii Public Housing Authority, and consuls general of Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau

Chairperson may invite additional stakeholders from private social services providers and community groups to participate

Task force must submit an interim report to the legislature no later than 20 days before the 2023 regular session with a timeline and projected completion date for the census

Task force must submit final report with findings, recommendations, and any proposed legislation no later than 20 days before the 2024 regular session, then dissolve
