Establishes paid family leave program providing employees with up to 8 weeks of paid leave during the first year after birth, adoption, or foster placement of a child, and 8 weeks of paid leave annually to care for a family member with a serious health condition.

Integrates family leave benefits into Hawaii's existing temporary disability insurance system (Chapter 392) administered through employer-based private insurance, with benefits paid from the trust fund for family leave and disability benefits.

Defines "serious health condition" as a physical or mental condition requiring care by another that either involves inpatient care or requires continuing treatment or supervision by a health care provider.

Maintains existing temporary disability insurance protections while adding new family leave entitlements, with a 7-day waiting period before benefits are payable and maximum 26 weeks of disability benefits per benefit year.

Repeals Chapter 398 (Hawaii Revised Statutes) and appropriates funds to the Department of Labor and Industrial Relations to implement the family leave program.
