Establishes a procurement services consolidation working group to develop a five-year plan consolidating all state executive branch procurement services and staff under the State Procurement Office, excluding the Department of Education, Hawaii Health Systems Corporation, and University of Hawaii

Requires the working group plan to identify specific positions and functions to be transferred, propose transfer dates, outline facility and personnel needs, and provide recommendations to support agency procurement activities without service interruption

Directs the working group to recommend ways to attract high-quality procurement professionals, including consideration of internships and potential exemptions from civil service requirements under Hawaii Revised Statutes chapters 76 and 89

Requires the working group to submit findings and recommendations to the legislature no later than twenty days before the 2023 regular session and dissolves on June 30, 2023

Appropriates $250,000 from general revenues for fiscal year 2022-2023 to the State Procurement Office to support the working group's activities, including staff hiring and plan development
