Requires the Department of Land and Natural Resources to conduct a feasibility study on establishing a revenue-generating and management system of user fees for Hawaii's state parks.

Study must analyze potential benefits from nonresident user fees and advance reservation fees, project visitor numbers, and examine successful models from other states.

Department must provide a comprehensive list of all state parks and determine which could feasibly implement the system, including rationale for any parks deemed unsuitable.

Study must include estimated costs to implement recommended systems and any proposed legislation resulting from findings.

Department must submit findings and recommendations to the legislature no later than twenty days before the 2023 regular legislative session convenes.
