Renames the third Monday in January holiday from "Dr. Martin Luther King, Jr., Day" to "Dr. Martin Luther King, Jr./How Would They Feel Day"

Amends Hawaii Revised Statutes Section 8-1 to reflect the new dual holiday name in the list of state holidays

Expands the scope of the holiday to include empathy for the struggles of other peoples and recognition that inequality continues to exist in Hawaii

Takes effect upon approval
