Clarifies that courts must impose sentences for domestic violence intervention programs for violations of restraining orders, orders for protection, and abuse of family or household members, with or without probation.

Adds new sections to chapters 580, 586, and 709 of Hawaii Revised Statutes establishing that domestic violence intervention sentences shall be imposed notwithstanding chapter 706 or other law.

Amends section 706-605 to add domestic violence programs as an explicit sentencing disposition option available to courts, independent of probation requirements.

Modifies sections 701-102 and 706-600 to clarify that sentencing provisions may be superseded by other applicable law, addressing the Hawaii Supreme Court's interpretation in State v. Agdinaoay.

Takes effect upon approval and does not affect proceedings begun before the effective date.
