Change penalties for second violations of prevailing wage laws to apply to both the person and firm (rather than just one or the other).

Increase second violation penalties to the greater of back wages owed or $500 per offense up to $5,000 total.

Increase third violation penalties to the greater of twice the back wages owed or $1,000 per offense up to $10,000 total, and impose a three-year suspension from public works.

Define "offense" to mean each chapter section cited, with prevailing wage violations counting separately for each employee and each project.

Define "person" to include sole proprietors and responsible managing employees and construction license holders under chapter 444.
