Appropriates general revenue funds to the Department of Land and Natural Resources for fiscal year 2022-2023 to establish full-time equivalent positions in parks administration and operation to implement visitor reservation systems in Hawaii's state parks.

Appropriates additional funds from the State Parks Special Fund for fiscal year 2022-2023 for the management of Hawaii's state parks.

Directs the department to replicate the reservation model successfully implemented at Haena State Park, which limits daily visitors to a maximum of 900 people per day.

Establishes a visitor reservation system to better manage rising visitor numbers and protect the State's natural resources as part of destination management strategy.

Takes effect on July 1, 2022.
