H.B. 2447 Summary

• Creates a new boiler and elevator inspectors board within the Department of Commerce and Consumer Affairs consisting of seven members (three boiler inspectors, three elevator inspectors, one public member) appointed by the governor with senate confirmation.

• Establishes a licensing system for boiler inspectors and elevator inspectors, requiring all safety inspections of pressure retaining items and elevators to be performed by licensed qualified inspectors rather than only department employees.

• Transfers licensing authority for boiler and elevator inspectors from the Department of Labor and Industrial Relations to the newly created board, effective December 25, 2040.

• Allows the department to require owners, users, or contractors to obtain inspections from licensed qualified inspectors rather than requiring the department to conduct inspections directly.

• Existing inspector commissions and certificates remain valid until a license is granted or denied under the new system, or until December 31, 2024, whichever occurs first.
