Requires the Department of Business, Economic Development, and Tourism to establish and maintain a statewide data hub to collect employer and employee data.

Authorizes the department to determine the functions of the data hub and set access and document retention policies for the data.

Grants the department authority to collect and analyze employer information regarding wages, hours, and employment conditions available under section 371-11, with employers required to maintain records for five years.

Requires employers to keep records of their physical addresses and North American Industry Classification System codes, and to provide copies of relevant records to the department upon demand.

Appropriates unspecified general revenues for fiscal year 2022-2023 to design, install, populate, and manage the statewide data hub, with the Act taking effect December 25, 2040.
