Appropriates funds for fiscal year 2022-2023 to establish nine new staff positions in the Hawaii state archives, including an assistant Hawaiian language specialist, two processing and acquisitions archivists, an audio-visual archivist, an objects curator, an acquisitions specialist, a registration and public services specialist, two assistant digital specialists, and a security guard.

Authorizes the director of finance to issue general obligation bonds to finance construction of an additional building for the state archives to provide spaces for collections processing, storage, administrative use, public research, exhibitions, and community engagement.

Appropriates bond funds for fiscal year 2022-2023 for the capital improvement project to expand the state archives facilities.

Specifies that capital improvement appropriations shall not lapse at the end of the fiscal biennium, except that any unencumbered funds shall lapse as of June 30, 2024.

Takes effect July 1, 2050.
