• Adds "X" as a third gender marker option on Hawaii birth certificates, effective January 1, 2023.

• Requires parents or legal guardians to submit sex designation change applications for minors, accompanied by a signed statement from a licensed health care provider confirming the minor is under their care and the request is consistent with the minor's identity.

• Eliminates the previous requirement for a physician affidavit attesting to clinical gender transition treatment, replacing it with a streamlined application process.

• Requires the Department of Health to create and make available necessary forms for applications to establish new birth certificates with updated sex designations.
