Requires the State Auditor to conduct a management audit of the Corrections Division of the Department of Public Safety, the first comprehensive review since 1992-1996.

Audit must evaluate recruitment and retention rates, hiring policies, staffing levels at eight correctional facilities, compliance with Family and Medical Leave Act and safety regulations, and whether staffing issues can be addressed through emergency hiring.

Audit must review staffing policies for essential and non-essential posts, leave usage patterns, adult corrections officer scheduling and post assignments, and the impact of temporarily assigning Oahu Community Correctional Facility officers to Halawa Correctional Facility.

Audit must determine if the department has implemented processes to prevent abuse of temporary disability insurance and workers' compensation benefits by adult corrections officers.

Auditor must submit findings and recommendations to the legislature no later than twenty days before the 2023 regular session; appropriates unspecified funds for fiscal year 2022-2023 to conduct the audit.
