Extends the deadline for county legislative bodies to approve housing projects under Hawaii Revised Statutes Section 201H-38 from 45 days to 90 days after submission of preliminary plans and specifications.

Projects are automatically deemed approved on the 91st day if not explicitly disapproved by the county legislative body within the 90-day period.

Eliminates the environmental assessment exemption for any housing project developed under Section 201H-38 or funded with state or county funds, requiring all such projects to undergo environmental assessment.

Takes effect July 1, 2022.
