HB 2462 Summary

• Creates a new certificate of stillbirth to be issued by the Hawaii Department of Health upon request of the parent or parents named on a fetal death certificate.

• Certificate of stillbirth may be requested and issued regardless of when the fetal death certificate was originally issued.

• Certificate shall include the name given to the stillborn fetus if requested by the parent or parents.

• Defines "stillbirth" as the unintended intrauterine death of a fetus occurring after the clinical estimate of the twentieth week of gestation.

• Appropriates funds to the Department of Health for fiscal year 2022-2023 to modify the fetal death reporting system, certificate ordering system, and retain personnel necessary to implement the act.
