Updates Hawaii Revised Statutes Section 703-304 to replace gendered pronouns ("himself," "he") with gender-neutral language ("oneself," "the person," "the actor").

Simplifies subsection (5) regarding when deadly force is not justified by removing provisions about duty to retreat, which previously required actors to retreat or surrender if they could avoid force with complete safety, except in their dwelling or workplace.

Retains the core rule that deadly force is not justified if the actor provoked the use of force against oneself with intent to cause death or serious bodily injury.

Does not affect rights, duties, penalties, or proceedings that occurred before the effective date of the act.

Effective date January 1, 2222.
