Allows the campaign spending commission to refer complaints to the attorney general or county prosecutor in addition to any administrative determination, rather than only as an alternative.

Increases the disqualification period from holding elective public office from four years to ten years for persons convicted of campaign finance violations.

Repeals the exemption that prevented criminal prosecution of persons who paid or agreed to pay fines for report filing violations and advertisement violations prior to commencement of proceedings.

Maintains the five-year statute of limitations for prosecution of campaign finance violations and establishes concurrent jurisdiction between the attorney general and county prosecutors.

Effective date: July 1, 2112.
