Requires the Department of Public Safety to collaborate with the Department of Human Services to review, periodically update, and implement the offender reentry system plan for adult offenders exiting the prison system.

Mandates comprehensive reentry plans and curricula that include assessment of offender needs, education, substance abuse treatment, cognitive skills development, vocational and employment training, and gender-responsive programs.

Requires offender reentry programs to include services such as assistance obtaining identification and health care coverage, job search training, and information about support services like nutrition assistance programs.

Establishes mandatory meetings between exiting offenders, a Department of Human Services representative, and both their parole officer and a family member or responsible party before release.

Takes effect upon approval.
