Appropriates $600,000,000 from general revenues for fiscal year 2021-2022 to the Department of Hawaiian Home Lands, with unencumbered funds lapsing to the general fund on June 30, 2025.

Authorizes the department to use appropriated funds to develop lots, purchase land or units, provide mortgage or down payment assistance to waiting list applicants, offer rental subsidies, and implement other services to address the 28,700-person waiting list.

Requires the department to develop a strategic plan by December 10, 2022 that addresses applicant preferences, divided by county, including options for homeownership assistance (76% of applicants) and rental or rent-to-own programs (16% of applicants).

Mandates annual reporting to the legislature on expenditures and the number of waiting list applicants assisted during the previous fiscal year.

Exempts the expenditure of funds and related programs from Hawaii Revised Statutes chapter 91 rulemaking requirements.
