Prohibits state departments and agencies from expending funds or taking action to create a public-private partnership (PPP) to plan, design, finance, develop, or construct a new jail in any county with a population exceeding 500,000 people.

Bans issuance of requests for qualifications or requests for proposals from private entities related to planning, designing, financing, developing, or constructing a new jail in counties with populations exceeding 500,000.

Requires the Hawaii Correctional Systems Oversight Commission to participate as a full partner in all planning, design, financing, development, and construction of any new jail facility in counties with populations exceeding 500,000.

Appropriates funds for fiscal year 2022-2023 to the Hawaii Correctional Systems Oversight Commission to fulfill duties under this Act, including public engagement activities (specific amount blank in bill).

Takes effect July 1, 3000, except the appropriation section takes effect July 1, 2022.
