Amends Section 286-107, Hawaii Revised Statutes, to allow the director of transportation to adopt emergency rules permitting driver's license renewals by mail or online without requiring applicants to request this option in advance.

Current law requires applicants to appear in person before an examiner of drivers for license renewals and physical examinations; this bill provides an exception for emergency rule implementation.

The director may use emergency rulemaking procedures under Section 91-3 to establish mail and online renewal processes for all applicants.

Effective date is July 1, 2050.
