Requires the state auditor to conduct an impact assessment report on the social and financial impacts of prohibiting health insurance companies from denying coverage for gender transition-related treatments based on gender identity, provided the policy covers those treatments for other purposes.

Auditor must assess medical necessity of 14 specified gender transition treatments, including hormone therapies, surgeries (hysterectomies, mastectomies, vaginoplasties, phalloplasties), vocal training, facial feminization surgeries, and laser hair removal.

Auditor shall evaluate medical necessity according to the most recent Standards of Care for the Health of Transsexual, Transgender, and Gender Nonconforming People issued by the World Professional Association for Transgender Health.

Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2022 regular legislative session.

Act becomes effective July 1, 2060.
