• Appropriates and authorizes funds for collective bargaining cost items for bargaining unit (1) members and excluded employees in fiscal biennium 2021-2023, with all amounts currently set at zero dollars across general, special, federal, and other funds.

• Allocates funds to the Department of Education (with specific amounts for excluded employees in the same compensation plans as bargaining unit (1)), the Judiciary, and the Hawaii Health Systems Corporation for salary increases and cost adjustments.

• Requires salary increases and cost adjustments paid from federal, special, or other funds to be paid wholly or proportionately from those respective funding sources.

• Any appropriated or authorized funds not expended or encumbered by June 30, 2022, and June 30, 2023, shall lapse as of those dates.

• Takes effect on December 25, 2040.
