• Appropriates and authorizes funds for collective bargaining cost items negotiated with bargaining unit (10) for fiscal biennium 2021-2023, with all amounts currently set at zero dollars across general, special, federal, and other funds.

• Extends salary increases and cost adjustments under Hawaii Revised Statutes chapter 89C to excluded state officers and employees who belong to the same compensation plans as bargaining unit (10) members.

• Applies appropriations to multiple state entities including the Department of Education, Judiciary, and Hawaii Health Systems Corporation.

• Provides that salary increases funded wholly or partially from federal, special, or other funds shall be paid proportionately from those respective funds.

• Establishes that any unexpended or unencumbered funds shall lapse on June 30, 2022, and June 30, 2023, respectively, with an effective date of December 25, 2040.
