HB 331 Summary

• Establishes green infrastructure objectives and policies for state facility systems, infrastructure, and transit projects, including minimizing stormwater runoff, reducing urban heat-island effect, improving air quality, and sequestering greenhouse gas emissions.

• Requires state facility planning to incorporate quality of life design objectives including visual and sound barriers, live foliage and trees, green infrastructure, open green space, and standardized paint schemes for exposed infrastructure.

• Defines "green infrastructure" as measures using plant or soil systems, permeable surfaces, stormwater harvest and reuse, or landscaping to manage water and reduce flows to sewer systems or surface waters.

• Amends the state scenic resources policy to promote increase of outdoor public green spaces, connect green spaces with existing trails, and promote increase of urban tree canopy.

• Requires the Office of Planning, in partnership with the greenhouse gas sequestration task force, to submit recommendations to the legislature by 20 days before the 2022 regular session for implementing the green infrastructure objectives and policies.
