Amends Hawaii Revised Statutes Section 26-31 to require deputy directors and deputy chairs of principal departments to be nominated and appointed by and with the advice and consent of the senate.

Requires principal departments that appoint deputy directors or deputy chairs with senate advice and consent to report to the legislature prior to the regular session of 2026 on the effectiveness of this new process.

Takes effect on July 1, 2112 and repeals on June 30, 2026, with Section 26-31 reverting to its prior form after repeal.
