Authorizes the Director of Finance to issue special license plates for current and former members of the Hawaii Civil Air Patrol upon application and proof of membership.

Special plates must display "HAWAII CIVIL AIR PATROL" on the left side, similar in style to congressional and honorary consul license plates.

Plates are non-transferable and may only be assigned to noncommercial passenger vehicles, motorcycles, or motor scooters registered in the applicant's name.

Upon vehicle ownership transfer, special plates must be surrendered to the Director of Finance, except the front plate may be retained by the deceased member's survivor as a memorial.

Director of Finance shall adopt rules under Chapter 91 to ensure plates are readily identifiable and distinguishable under actual traffic conditions.
