Amends Section 103D-302, Hawaii Revised Statutes, to allow purchasing agencies to award contracts to the second lowest responsible and responsive bidder in certain cases under the competitive sealed bidding process.

Clarifies language in subsections (b), (c), (d), and (f) regarding invitation for bids requirements, public notice procedures, bid opening processes, and evaluation criteria standards.

Authorizes the head of a purchasing agency to negotiate with the second lowest bidder when all bids exceed available funds and time or economic considerations preclude resolicitation of reduced scope work.

Updates references throughout the statute from "it" to "the policy board" and "the invitation for bids" for grammatical clarity and precision.

Takes effect July 1, 2112.
