HB 377 Summary

• Requires compliance with the federal Military Selective Service Act for enrollment in state-supported post-secondary educational institutions, including the University of Hawaii system.

• Prohibits individuals not in compliance with the Military Selective Service Act from receiving state-provided loans, grants, scholarships, or other financial assistance for post-secondary education.

• Bars individuals not in compliance with the Military Selective Service Act from employment by the State, counties, or any state/county political subdivisions, offices, boards, commissions, departments, and agencies.

• Provides exceptions for individuals under 18 years old, those 26 years or older who were previously compliant, active duty military members, non-citizens/non-residents, and those with documented reasons for exemption under the Military Selective Service Act.

• Effective date: July 1, 2021.
