Transfers the Hawaii Correctional System Oversight Commission from administrative attachment to the Department of the Attorney General to the Department of Human Services.

Amends Section 353L-1, Hawaii Revised Statutes to change the commission's departmental attachment while maintaining its five-member composition appointed by the governor, senate president, house speaker, chief justice, and Office of Hawaiian Affairs board chairperson.

Transfers all rights, powers, functions, duties, appropriations, records, equipment, and property related to the commission from the Attorney General's Department to the Department of Human Services.

Ensures transferred civil service employees retain their status, salary, seniority, leave credits, and benefits without loss; exempt employees may retain exempt status without being appointed to civil service positions.

Existing rules, policies, and procedures adopted by the Attorney General's Department remain in effect until amended or repealed by the Department of Human Services, with all references to the Attorney General updated to reference the Department of Human Services.
