Prohibits wage garnishment for the collection of consumer debt, while continuing to allow garnishment for other types of debts.

Defines "consumer debt" as obligations arising from transactions for personal, family, or household purposes, including unpaid rent in arrears.

Excludes from the consumer debt definition unpaid taxes, spousal or child support (whether in arrears), and student loans in default.

Amends Hawaii Revised Statutes Section 652-1 to add an exemption preventing garnishment of wages, salary, stipends, commissions, annuities, or net income from trusts when the creditor's claim involves consumer debt.

Amends Hawaii Revised Statutes Section 653-2 to prohibit attachment of a beneficiary's salary, stipend, or wages for consumer debt collection.
