Requires an advisory (non-binding) referendum on the 2022 general election ballot asking whether Hawaii should legalize the sale and use of recreational cannabis.

The ballot question shall be: "Shall the State of Hawaii allow the sale and use of recreational cannabis in the State?" with designated YES or NO voting spaces.

The chief election officer must publish notice of the referendum and descriptive information about recreational cannabis in a statewide newspaper at least 30 days before the election, and make materials available at public libraries and county clerk offices.

The chief election officer must report referendum results to the legislature no less than 20 days before the 2023 regular legislative session convenes.

Takes effect upon approval.
