Requires University of Hawaii system and community colleges to waive tuition for dependent children of disabled veterans, armed forces members killed in action, and Purple Heart recipients (awarded 2001 or later).

Eligible dependent children must demonstrate financial need, be under age 24, and have a veteran or service member parent who was domiciled in Hawaii for at least five years (or at the time of death).

Defines "disabled veteran" as having a 100% service-connected disability rating from the U.S. Department of Veterans Affairs.

Includes adopted and stepchildren who have been dependents for at least five years prior to application for tuition waiver.

Board of Regents authorized to adopt rules implementing the tuition waiver program; effective July 1, 3000.
